I don't know enough science to comment on how the Water 4 Gas technology interfaces with a gasoline burning engine - it's quite possible that it does improve the efficiency of the engine.

But you couldn't build a car that ran entirely on water because you have to convert H2O into HHO, and thermodynamics tells us that the conversion will always consumer more energy than you can recovered from combustion.

Or rather you could build such an engine, and it might be more efficient than merely burning gas if it was powered by a battery, but the total process is a net loss.
